I'd love there to be an "all day" button for selecting the time range in the "trigger periodically while logged in".
The setting 00:01 to 00:00 is giving me very mixed results.

I’m not sure, so maybe @peternlewis can confirm this:
12:00 AM to 12:00 AM

If you want all day, you should presumably use 00:00 - 23:59
But given how insanely complicated that code is (really, you would not believe how much code is involved in making that work properly, with all the combinations, and things like wake/sleep, clock changes, daylight savings (argh!)), it would not entirely surprise me to find that there is a bug in the logic in that case.

The UI and description seemed to imply to me that we needed to use the 12-hour system. If it also works with the 24-hour system then the KM Wiki should be revised to so indicate.

It is dependent on your local settings as to whether it is a 12 or 24 hour clock. The OP has a 24 hour clock setting.
Sure enough -- I just tested KM. When I check the "Use 24-hour time" the trigger in the KM Editor immediate changed.
Just for reference:
Since it is not clear how to set for "all day", maybe the default time should be for all day.
I'm thinking that is likely one of the most common use cases.
