Battery status low than 95

i need macro that check every secound :
if the battery status low than 95
it will make a sound ( any sound you want )

Do you really mean 95% charged and you want to be told every second?
Anyway, to help you with your question.
You could do it with Keyboard Maestro if it knew where the battery charge % was on the menu bar.
To fix that I would suggest looking at Bartender 3 which gives great control over the menu/title bar, and well worth getting.
The app SlimBatteryMonitor does not give you a notification, but is really neat and tidy and quite customisable.
Finally the Battery Health app will notify at a certain threshold and give you a lot of extra information as well, but you have the buy the FULL program at about 9.00GBP.

1: can we have the cOntext and the reason here.
The only thing i can think of is that you are trying to detect a main power failure and either the macbook is now running from battery or a possibly a UPS.
can you please elaborate....

2: This snippet could be implemented via Km if that is what you want to do.

My own idea for a solution was nowhere as good as JMichaelTx's, but I did come across these two threads. I have always been puzzled why my macbook air battery goes down even when it is supposedly asleep.
