Can a macro be used to alter another macro?

Can I have a macro that adds a specific favorite action (or group of actions saved as a favorite) in a specific position in the destination macro? In this case it would be the very first action.

Example:
Let's say I have Macro 1 that starts with a For Each action.
Now Macro 2 will add a saved action (in this case it's a Group with actions inside) right before the For Each action.

The Keyboard Maestro editor is scriptable, so yes, you can edit macros via AppleScript, which can be run from macros.

Obviously, you should be very careful doing this.
