I might be doing something wrong but I have a macro that uses the enter key to bring up the conflict pallet and when I press "." (period) on the number pad it doesn't work I have to press it on the alpha keys below L. Same with all the number pad except numbers (I tried + - *).

Try creating a HotKey trigger and inputting regular numbers and then keypad numbers (or other items).
You'll notice they are registered differently – the keypad context is different.
This has been true of many apps on macOS over the years. It's sometimes very convenient, and sometimes not so much.

As @ccstone notes, for hot key purposes, the keys on the number pad and the keys on the regular keyboard are different.
For digits, Keyboard Maestro actively accepts both number pad and keyboard number keys.
But for other characters, Keyboard Maestro just accepts whatever key produces the right result, and if there are two, only one is used. The number pad is not all that consistent, so I'm not sure how practical it is to support special casing the various keys that might also be on the number pad.
Thanks guys, I actually love that they are both registered different for HotKey Triggers that would drive me crazy if they were the same since I use them all the time for different macros in applications and depend on the number pad being different. Ukelele is a great little app to help with this Ukelele - SIL Language Technology - SIL Language Technology which I am sure you are familiar with.
I guess my thinking for the conflict pallet anything that produces the same visual character it would be nice to have anything on the keyboard that does that register it unless if there was a way to type in that same charter on in the name and it register as that. Meaning if I use the number pad in the name to type the + it still only works with the plus next to the delete key meaning I have to hold down shift and +. It seems strange and that you would want them to both work for the conflict pallet. I am grateful that at least the numbers both work (meaning the 1 on the number pad and the 1 on above the alphabet keys).
