How to paste an action before/above (not after/below) another?

it’s easy to paste actions below/after other but I haven’t figured out how to paste before/above another.

Click the Gear menu of the action you'd like to paste above and there's an option to Paste Above (among other Paste options).

Edit: Those options are also available in the Editor, under the Action menu, where you could use KM to give the commands keyboard shortcuts.
