Have a look at this thread in the KM Forum and you'll see a pair of macros surprisingly similar to your own originally posted ones.

Cannot keep modifiers pressed with USB Device Key Trigger

Hello I would like to use a USB Device Key to keep modifiers pressed: Shift, Option, Ctrl, Cmd.
