On Monterey I used the Siri voice as text to speech voice through the shortcuts but since Ventura Siri is broken, you can try this simple action and you will hear that Siri speaks like a dinosaur:

The problem with this is that it does not include the Siri voices.
Then I think you're probably SOL until Apple gets around to fixing the problem.
You could play with AppleScript, but I'm doubtful it will help you on Ventura. I'm still using Mojave, so I cannot test to be sure.
You could ask on the Script Debugger Forum and see if there's a workaround using AppleScriptObjC.
