Yep, that is caused by the Discourse forum software, used by the KM Forum.
It is done to help ensure you post a meaningful topic, mostly to avoid mistakes where you have just typed a word or two, and then try to create the new topic.

Do not name your topic “Question” or “Problem” etc.

Try to give a more explanatory title/question, like “Accessing menu in Adobe Acrobat” or “How to select files in Finder”. A meaningful title is also helpful for other users when they browse the forum.
