In my experience, different banners require different dismiss times, for example:

A short reminder - current dismiss time is fine.

Complicated login data (hints) / info, I would increase to perhaps 15 seconds.

Banner times are a function of the macOS.
The setting you link to is a global defaults setting accessed via the shell, and you have to reboot the system to get it to work.
That makes it entirely ineffective for every day use.
This topic has come up before, and unfortunately it's a non-starter.
