Have you tried ⌘–` (command-backtick)?
I am not in a position to test it with Excel, but that's the standard way on a Mac to cycle through the windows of the currently active application.
Along with Command-` mentioned, Control-[down arrow] should show all open windows in the front-most application. Using the arrow keys should select different windows, and Space Bar should bring the selected window to the front.
That works! I was unfamiliar with that keystroke. These forums are much better than Microsoft support.

In an Excel window, that seem to just bring me to the bottom of the current spreadsheet.
Control-[down-arrow] for showing "Application windows" is a "Desktop & Dock" Shortcut (button at the bottom of the "Desktop & Dock" System Settings pane
...and may not be turned on for you (or it may be set to another keystroke).
Once set it will override Excel's own "jump to the bottom of the sheet" command.
This was my first time ever to enter that panel! Anyway, it was set the same as yours. I had been incorrectly testing CMD+down instead of CNTRL+down. It works the way you said.
