I have been using Keyboard Maestro 6 for many years and love it. Want to upgrade to version 9, but there is a problem that prevents me. When I use the application switcher to launch an app, it often stays in the background. I'm on Mohave. Does anyone else have this problem and know how to solve it?

Same problem here, especially "it often stays in the background": I can not reproduce it, sometimes it stays in the background, sometimes not. I use macOS 11.1 and KM Version 9.1
I haven't had much success trying to solve a couple of issues with unexpected behaviour in Keyboard Maestro, but here's a workaround that I use for those windows that stay in the background.
This is an example for Safari. I also use it for Mail, Firefox, System Prefs etc. Anything really.
You may or may not need the 1 second pause at the beginning. I only have it there for Safari and don't remember why.
I noticed this problem for "Bear" an "Todoist" Apps and added your workaround for both. Thanks for the tip!
