"at" Command Broken

Does anyone know why I can't run "at" commands in MacOS Monterey? I've spent over an hour researching this question. I've read about starting up launchctl's utility for this service, and I've read about updating the Security permissions in System Preferences to allow at utilities full disk access. I've done these things.

And of course I've read that "at" is deprecated, but that it should still run and will probably always run. The new service, launchctl, seems to be missing some features that the at command had. And it's 10x more complicated. So I want to use "at."

So what am I doing wrong?
