Can I Change the Placement of the OS notifications window?

You'll have to ask Apple for that ability; Notifications are controlled by the OS, not the app that generates them.

I've not tried it myself but, apparently, you can move a Notification after it arrives. See the script at the bottom of Change location of macOS Notification Center alerts? - Ask Different

Whether it's worth having an always-running background script just for that is another question!
