Can I dim everything behind the frontmost app?

I see in the actions that you can dim the screen, but is there a way to dim everything behind the foremost app?

I’m guessing one approach would be to overlay a png or something stretched across the screen on the layer behind, but I’m not certain that would work or if it would be the best approach.

Does anyone have anything for this?

If you don’t find a Keyboard Maestro-based solution, you may want to try HazeOver. I haven’t used it myself, but it looks from the description as if it does what you’d like.
