Can't Install Snap Palette

I'm trying to install Snap Palette and it's not showing up.
I had it installed last year, and lost it during a purge.

I've deleted the files in ~/Library/Application Support/Keyboard Maestro/Keyboard Maestro Actions
as directed, and tried every variation of reboot/restart/empty trash etc. that I can think of.

I've installed as directed, but nothing new shows up in the Groups menu.

Is there another lingering file somewhere that needs to be deleted?

It's in Actions.

If you select Actions>Show Actions from KM's menubar, "Snap Palette to Front Window" appears in the alphabetically ordered list.
