Java Script is enabled in Safari, yet "%SafariTitle%" gives an error and asks to enable JavaScript.
Works fine, also with Catalina.
The thing you have to enable in Safari is Allow JavaScript from Apple Events in the Develop menu, in addition to the Enable JavaScript in Preferences > Security.
You can enable/disable the Develop menu in Preferences > Advanced, last checkbox:
