Copy File local URL path and open file

I am using Dropbox Paper (very cool web based Google Docs/Todo type of thing). You can add hyperlinks to text (cmd +k) within Dropbox Paper and while you can add full local file paths, Safari will not open them. Here is an example of a path:

But it is easy to copy the path into the clipboard, so I wondered if there is a way to create a “hot key trigger” that creates a macro, copies the local URL path and then opens the local file?

Any advice would be much appreciated.

Since a file: URL is just that, a URL, you can open it using the Open URL action:
