Not if you mean selecting a menu item via the mouse or the macOS' clunky keyboard navigation.
Nor is there a way to watch and see what menu item Keyboard Maestro selects.
Bill Cheeseman who is the developer of UI Browser used to have an add-on framework for macOS that would allow listening for system events, but I believe it was obsoleted somewhere around Mojave.
