Keyboard Maestro has “Shrink” palettes that shrink down to an icon when not in use.
What you show looks like a “ring” menu. Probably there are other names for it too. Using such a thing as a trigger is on the todo list, but I don't have any idea when or if it might happen or what it might look like.
