Found Image Working While Embedded but Not When From File

When trying to create a macro, I can get it to run with an embedded image but it won't find the image when run from a file. I saw other posts that it makes more sense to run the image search from file so that's what I am trying to do. All I want this step to do is to click on the "notebooks" icon in onenote.

At a guess, I would say check the resolution of the file and the image.
