Basically that! Is there a way (AppleScript?) to enable/disable Voice Control?
... I don't want to access this setting manually.

I perform this, with Apple Shortcuts. I had an AppleScript, for a few years, but Ventura broke my version.
Here is the shortcut breakdown.
You can also have Keyboard Maestro access the shortcut.

looks good! I'm just trying shortcuts for the first time. Why do you have that first "Receive Input"? Isn't the toggle enough?
edit: aah nevermind, I just noticed that you said "you can also do X"
