I want to create a macro that enables me to import/paste a "macro starter"--a macro with a list of common actions that I used to create my macros. Basically, I want a shortcut to import this already-made macro into whatever macro group I am working on.
I'd appreciate any help!
There are so many ways to do this. Here a two that I've incorporated.

I use a Macro Template to create a newer macro with the elements that I need. I use a prompt for the name of the Macro. This is a Mail Macro that I use to file products in Outlook.
You could easily do this using MACRO: [KMFAM] Favorite Actions and Macros by @DanThomas.
Save the group of Actions as one KMFAM "action". Then insert it whereever you like.
I have a number of KMFAM "actions" that are actually multiple KM Actions.
Works very well.
