It's been a minute since I last used Send MIDI to send notes to Logic (the notes got remapped to mode-change messages in the Controller Assignments window). But I am 100% confident, because I have macros that use this feature, that Logic used to "see" Keyboard Maestro as a device, and now it does not.
MIDI Monitor does recognize KM – here's a simple macro sending a note on and off, and the MIDI Monitor window showing the same:
Wow! Weird! Yeah, for me, KM is gone from Audio MIDI Setup and Logic's Environment as well.

Sequoia 15.2, so maybe I'll run that update this morning,
Logic 11.1.2 like you, and
Keyboard Maestro 11.0.3 like you.
I have macros for resetting a mapping's Input to the correct source because Logic sometimes jumbles those assignments. One of those macros resets it to Keyboard Maestro, so that was my sanity check that yes, Logic did indeed used to list KM there:
@skillet , do you recall whether you manually added Keyboard Maestro (e.g. using the Recording Light as a dummy device as some people have done for non-standard controllers) in Control Surfaces > Setup... ? Or did you even use it that way?
I did not add it that way, and thankfully, it just shows up. I am so glad that Peter added this years ago, and I frequently use the MIDI recognizing and sending features in Keyboard Maestro. Particularly MIDI as a trigger. It's hard to have something that you for your workflow taken away, so hopefully, you can get back up to speed here soon.

I'd be surprised if that fixed things for you but if it doesn't mess anything else up for you it is probably worth a shot.
For what it may be worth: for me, using Logic 11.1.2 under MacOS "Sonoma" 14.7.4, KM is detected by Logic and KM appears as an input in the (deprecated and hidden!) Environment page. I don't see KM listed in Audio MIDI Setup.
Notifications continue to nag me about upgrading to macOS Sequoia so that I can "discover new features to unlock" my "productivity and creativity on Mac" but I am keeping them locked up for now, out of Apple's dangerous reach.
Smart, it is unusual for me to be on the latest, but I wanted to try the AI and keep my new laptop in sync with the same OS. Staying a year or two behind has generally worked well for me. Long gone are the days of being a beta tester. Life is too short.
