Does anyone know how I can modify this action to work for multiple recipients in the To: field?

What does that do for you? For me it's the same as a plain Return -- adds the currently selected email address in the "suggestion" list to the current field.

If you are trying to add multiple recipients from that list, I don't think you can. If you are trying to copy multiple recipients from that field, do it just as you would manually -- put the insertion point in the field then keystroke ⌘A, keystroke ⌘C.
