Such macro doesn't work. For example, tap "cmd" once as typing "esc". All other kinds of macros are working well.
Also, I have been using Karabiner Elements with Keyboard Maestro (changing caps to hyper-key). I don’t know if this can cause the problem.

"doesn't work" is somewhat vague. Does the macro fire at all?
If the macro does not fire, then try using the Assistance window (Help ➤ Assistance) and selecting "Something expected is not happening" and follow the instructions and see what you learn.
