Repeat Last Command

Is it possible to create a macro that will work in all applications (or many) that will repeat the last command? I noticed a similar question from 2015 but it wasn't directly answered and much has happened in KM since then.

MS Excel has a shortcut (command-Y) that repeats the last command. It seems to work with most, if not all, Excel actions. It's very useful and I'm wondering if it's possible to do something similar using KM to add this feature to other applications.

Nyet.

There is a quick-macro acton that will record your actions, but you can't edit the result – and it tends to be too literal for many jobs (but employed judiciously it has its uses).

You can also record your actions to an existing or new macro using the Keyboard Maestro Editor, and that will produce an editable result.
