Is there a macro to "Simulate Scroll Wheel Up 310"?
How do I get it to work?

See the Simulate Scroll Wheel Action.
When looking for things use the search field in the Help menu.
You can also use the Insert Actions by Name function of the Keyboard Maestro Editor.
In this case searching for “scroll” would get you right there.
Of course you can also search the wiki.
