if you use Hazel 4 from Noodlesoft besides Keyboard Maestro, you can use some "stacks" without macOS Mojave...

For the Hazel 4 rules you must first create a folder (here #Stack) and then drag it into the dock.
now create a rule in Hazel for the desktop
Drag the #Stack folder from the Documents folder into the Hazel 4 app and create the following rule... then have fun with a little "Stacks" 
Maybe someone has a suggestion how to replace the Hazel 4 rules with KM macros...
