I have been bitten by this at least three times now, so while I can chalk it up to being a slow learner, at least about this, I suspect that others, especially newbies, might trip over it too.
When I read the description of %WindowName%All%, I don't find anything that spells out that the windows that are listed for %WindowName%0%, %WindowName%1%, %WindowName%2%, %WindowName%-1%, etc, are all the front app. Because "front app" is not mentioned, I have run down the road trying to solve my problem in a way that if it was all apps on the Desktop would work perfectly. But of course, it doesn't work.
A while ago I asked for methods to actually do this, list the windows on a Desktop in order from front to back, and there were some AppleScript-based macros offered. So now I remember. But I recently ran across this page again and almost went down that same rabbit hole again.
Since this is in the Wiki category, I'll say here that I've been given Edit permission in the Wiki and I would like to change this. Any objections? Any suggested wording? Anyone want to be on the review committee?
