Totally confused about *implicit* keyboard shortcuts in palettes

1) :white_check_mark: Many macros with the same hotkey trigger for all of them » palette shown, macros can be quickly triggered by pressing the first letter.

2) :no_entry_sign: Many macros without hotkey trigger, in a group with Shows/Hides a palette when hotkey is pressed » palette shown, macros can not be quickly triggered by pressing the first letter.

3) :white_check_mark: Many macros without hotkey trigger, in a group without any hotkey triggers. Another macro with Show Palette of Macros action" » palette shown, macros can be quickly triggered by pressing the first letter.

Is that a deliberate decision or a bug?

I'm currently happy with option 3), I just don't understand why (but I'm glad) it behaves differently than 2)
