Translate system date (into French)

A few Mac OSs ago, a text insert of "%ICUDateTime% d MMMM yyyy%" on say 17 March 2020, on a French system would have given "le 17 mars 2020". Now it gives 17 March 2020, exclusively in English. I have been wondering about how to resolve this. It seems the procedure should be:

• insert English date
• select date
• translate date (into French in this case)

However none of my attempts have worked. Would someone be able to point out how to effectively do this?
