I have sync macros between a macbook pro and n imac. None of the type by keystroke actions seem t be firing on the laptop, but are firing on the imac. I am not sure what could be causing this?
Did you select the macro (in question) and select the Interactive Help -> Something expected is not happening? If so, what did it say?
also try creating a simple macro on each machine with different names and also with status trigger. and try what kcwhat suggests.
This is most likely due to security and privacy issues on the laptop.
Compare the macOS > System Preferences > Security and Privacy section, particularly the "Accessibility" sub-section.
