...where is the Interactive Debugger that you can step through hidden in the new release.
It use to be under the Help menu but I cannot find it anywhere?

I don’t recall it being under the Help menu.
There will be more than one way to start it, but I recommend that you click on the Keyboard Maestro icon in the Status Bar on the top of the screen and then click on the item Start Debugging.
The way I start it is that I created a macro in my Global Macro Group that looks like this. It is probably the first macro I create when I get a new Mac. It lets me use a single key to turn the debugger off or on. It’s probably the macro that I use most.
I have probably used it 10 to 100 times per day over the last 10 years. If I multiply those numbers out, I might have triggered this macro 365,000 times. (Although that’s probably over-estimating it.) I don’t even have to look at my keyboard to type this shortcut because it’s inside my muscle memory.
It used to be in the KM menu bar icon, three up from bottom. Is it still there?
As has been noted, the Macro Debugger is available from the status menu or by using KM Actions, but here's the relevant section from the KM Manual for anyone looking for an overview.
