Certainly something has been copied, but that doesn't mean the action was successfully copied. It might be that only the text of the action name was copied. If the clipboard contains a KM macro action, then the editor would recognise that and the paste item would be available. You seem to be running many overlapping utilities; have you tried testing with Maccy disabled?
I just did. Nope, still the same! Maccy not the issue here.
It's my suspicion that you're running something that has hijacked or otherwise supplanted the system clipboard, and it can't properly copy KM actions. If I'm right, it's going to require a process of elimination.
You could start by disabling absolutely everything except Keyboard Maestro and test. If you can copy/paste actions with everything else disabled, you could then re-enable your other utilities one-by-one and test the copy/paste in KM in between each.
If you disable everything and still can't copy/paste KM actions, then you'll probably want to create a new user account and start by installing only Keyboard Maestro to see if you can copy/paste actions at that point. If so, then you could install your other utilities one-by-one and testing KM in between each.

God bless U! I closed the 15+ utilities I got running in the background and went through the process of elimination like you said! I finally caught the culprit behind the misery I was having the past few weeks!! It's an app called PurePaste (watch out for that everybody)!! In hindsight, I should have thought of this as it deals with copying and pasting!! I am an idiot haha!
