Type keystroke not responding in Chrome

I have a macro that first, opens up a new Chrome window with a login screen to one of my accounts. My next actions. which are the ones not working are to activate TAB key 4 times (Type Keystroke) and then ENTER which will navigate to the submit button and click it. Any suggestions on why this would not work?

I’ve never used the “press and repeat” feature of the keystroke action, but see Peter's comments in this thread for an explanation.

The way I read his comment, there’s no control as to how many times the key is repeated, nor the delay between each repeat.
