Plug In Actions

Primary Changes:

  1. Major rewrite
  2. Added Sections with Headers
  3. Added a number of "How To. . ."
  4. Added major section on "Building a PIA"
  5. Rewrote and added method to Retrieve Parameters suggested by @kvanh.

All of this needs a thorough and careful review.
I have limited experience with PIAs and may not have stated everything correctly.

However, hopefully the format makes it clearer and easier to read.
